Speaking at the First International Tourism Conference held in Vilankulos the seven structuring measures to be implemented by the Mozambique government signal a new stage in the national tourism development policy were announced by President Chapo.

 

𝟭. 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗖𝗮𝗽𝗶𝘁𝗮𝗹 𝗼𝗳 𝗧𝗼𝘂𝗿𝗶𝘀𝗺

Declare Inhambane Province as the Capital and Hub of Tourism Development in Mozambique, recognizing its natural, historical, cultural, and economic potential.

 

𝟮. 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗘𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗭𝗼𝗻𝗲 𝗳𝗼𝗿 𝗧𝗼𝘂𝗿𝗶𝘀𝗺 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁

Designate Vilankulo, Pomene, and Inhassoro (including the islands) as a Special Economic Zone for Tourism Investment, offering:

• Specific tax and administrative incentives
• Simplified licensing and operational regimes
• Infrastructure to support private and public-private investments

 

𝟯. 𝗧𝗿𝗮𝗻𝘀𝗳𝗼𝗿𝗺𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗜𝗡𝗔𝗧𝗨𝗥

Transform INATUR into a National Agency for Tourism Development and Investment, with the following responsibilities:

• Serve as a One-Stop Investment Window for tourism
• Manage the Land Bank designated for tourism
• Organize tourism concession auctions of up to 25 years (renewable)
• Evaluate and certify tourism projects and public-private partnerships
• Manage the domestic quota for large-scale tourism investments

 

𝟰. 𝗦𝗽𝗲𝗰𝗶𝗮𝗹 𝗩𝗶𝘀𝗮 𝗥𝗲𝗴𝗶𝗺𝗲

• Implement a Special Visa Regime to promote tourism and investment, including:
• Expanding visa exemptions to more countries, with greater flexibility
• Visa-on-arrival for African citizens under the African Continental Free Trade Area (AfCFTA)

 

• Investor residency visas:• 10 years for investments from USD 5 million
• 5 years for investments from USD 500,000
• Creation of a “Golden Visa” system to facilitate foreign investor residency

 

𝟱. 𝗔𝗶𝗿 𝗠𝗼𝗯𝗶𝗹𝗶𝘁𝘆 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝗮𝘁𝗶𝗼𝗻

• Authorize VIP corridors (Fast Track) at major airports
• Liberalize access for private, domestic, and international flights, boosting connectivity and tourism

 

𝟲. 𝗔𝗶𝗿 𝗔𝗰𝗰𝗲𝘀𝘀𝗶𝗯𝗶𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗧𝗲𝗿𝗿𝗶𝘁𝗼𝗿𝗶𝗮𝗹 𝗘𝗾𝘂𝗶𝘁𝘆

• Set limits on domestic airfare, ensuring affordable prices and stronger territorial integration

 

𝟳. 𝗚𝗼𝗹𝗳 𝗮𝗻𝗱 𝗦𝗽𝗼𝗿𝘁𝘀 𝗧𝗼𝘂𝗿𝗶𝘀𝗺

• Declare Inhambane as the First Special Golf Tourism Zone, with hubs in Vilankulo, Tofo, and Barra
• Attract high-end investment and integrate Mozambique into the global sports tourism circuit
